A Clean Production Assessment (CPA) seeks to reduce waste by identifying opportunities for improving the manufacturing process, raw material substitutions, the recycle and reuse of waste materials, and finally, the treatment of waste stream to reduce the discharge of wastes into the environment. The assessment included evaluations of the companies, pulping and chemical recovery operations, paper productions, water use, chemical management, energy generation and consumption, environmental control system, and management programs.

This report presents the results of that assessment. The primary objectives of theCPA are to identify process improvements that eliminate or minimize industrial waste, improve industrial and operational control and environmental management systems, and increase the skill levels of local professional and industry leaders in pollution prevention systems and methods.

The secondary objectives of the program are enhanced environmental awareness throughout the industry, improved operational productivity, and increased opportunities for recycling and reuse. The CPA examines the types and quantities of waste and how they are generated. After gathering data at the plant, the CPA team prepares recommendations on technical and managerial actions to reduce waste. These recommendatins fall into the following categories: prevention, recycling, and treatment.
