The purpose of this paper is to present an overview of the most common strategies and policy instruments (that is, regulatory and economic) used in developed and developing countries to achieve pollution control and waste management objectives. The paper is directed to policy makers at the national, state, and local levels of government, as well as to other parties responsible for pollution control and waste management programs. The papers is presented in two chapters. Chapter I presents a discussion of the two main approaches to pollution control and waste management as well as the principal regulatory and economic instruments to meet environmental objectives. It also addresses institutional implications of regulatory and economic instruments and draws conclusions on environmental strategies in developing countries and needs for further research. Chapter II discusses regulatory and economic instruments as they apply to surface water pollution control, ground-water protection, air pollution control, solid waste management, and hazardous waste management. This chapter presents examples of how individual countries, both developed and developing, have used these instruments to achieve environmental objectives.
