The PPP Book represents a new paradigm to the process of national development. Government is now more of an enabler than a developer in the infrastructure sector, the implementation of public expenditure plans will be executed either as public sector projects or public-private partnerships (PPP) in cooperation with the private sector.
           
The Mid-Term Development Plan 2010-2014 clearly states that infrastructure investments will be aimed at meeting basic needs and improving the competitiveness of Indonesian products. To achieve these goals, Government encourages private sector participation in the provision of infrastructure and related services. To this end, Government is committed to ensure that PPP projects are well-prepared before being offered to the market. The PPP Book and its preparation and periodic updates is a reflection of this commitment.
           
The PPP Book designates projects that will be implemented through a PPP scheme. A main purpose of the PPP Book is to allow prospective investors to keep abreast of PPP project preparation, and when specific PPP projects will be tendered.
           
Some projects in the PPP Book 2009 are already on offer to the private sector; these are excluded, for example the 2,000 MW Central Java Coal Fired Power Plant, from the current PPP Book 2010-2014.
