Global warming is caused by the increase emission of Carbon Dioxide (CO2) from many sources,such as energy and power sector, LULUCF, industry, transportation, household and waste , this condition leads to climate change. In 1979, the World Climate Conference started discussing on the issue and later on in 1990; Before that, in 1988 the UN has established the Intergovernmental Panel on Climate Change. COP 3 in 1997, resulted the Kyoto Protocol that enforce the commitment of Annex I countries to reduce their emission. Indonesia is not legally bonded by the protocol but the government has responded positively.Several parts of Indonesia have felt the effect of climate change. Decrease of rainfall is happening in the southern part of Indonesia while the northern part is receiving more rain. El-Nino has caused drought leading to forest fires. Experts from IPCC (International Panel for Climate Change) have stated that small island will suffer the most from these changes. Small island here is based on the definition resulted by the convention in Japan (2004) directing to island with land less than 10,000 km2.
